THE LEAD
Monterey Park's City Council was scheduled to hold a special meeting on Wednesday 4 November at 5:30 p.m. in Room 266 at City Hall, 320 W. Newmark Avenue. The agenda has the council recessing into closed session after public comment, on one lawsuit, Save our Slopes v. City of Monterey Park (agenda).
The one closed-session item is 5.A, "Conference with Legal Counsel – Existing Litigation - Government Code § 54956.9," with "Number of Cases: 1." The agenda names the case as "Save our Slopes v. City of Monterey Park (filed September 24, 2026) LASC Case No. 26STCP03656." The agenda says public participation is not allowed during closed session (agenda).
The Los Angeles Superior Court record for case 26STCP03656 shows a petition filed 24 September 2026 by Save Our Slopes, an unincorporated association, against the City of Monterey Park. The case type is "Writ - Administrative Mandamus," the special status is "California Environmental Quality Act," and the status is "Pending." The case was reassigned to Department 833. The record lists service on the city dated 4 October, and a request for hearing filed by the petitioner on 3 November (court record).
The court's record set a case management conference for Friday morning, 6 November, at 9:30 a.m. in Department 833. The record as read Friday still listed it under future hearings and showed no 6 November proceeding. What happened at the conference was not in the record we read (court record).
The agenda says the Mayor or City Attorney would announce any reportable action after the session; no document records one as of Friday afternoon (agenda; event files page).
DEVELOPMENT WATCH
Public health · LA County's West Nile report, Report # 14 dated 6 November, documents 308 human infections and 20 deaths in 2026 to date (LA County DPH). Its Table 2 lists Alhambra, Monterey Park and Rosemead among the cities of residence with reported infections. San Gabriel and Temple City are not listed (LA County DPH). The report says: "Cities do not necessarily indicate places of exposure." It marks recent counts as incomplete: they will change as cases are reported and investigated (LA County DPH).
The San Gabriel Valley Mosquito & Vector Control District's page, "Last update: 2026/11/02," shows 10 positive mosquito samples in Temple City and 244 across the district this year. It lists 14 positive dead birds (SGV Mosquito & Vector Control District). Mosquito samples and dead birds are not human infections. The district says human cases are reported by LA County DPH and the Pasadena Health Department (SGV Mosquito & Vector Control District).

COUNCIL WATCH
For every meeting below from 2 to 5 November, no minutes or action record had been posted when this issue went out on Friday afternoon; what each agenda proposed is what we report.
The county's results page reads "Results as of 11/6/2026 9:24:30 AM." That count shows more yes than no votes on each of these measures: Alhambra DB and HT, Monterey Park HOM and AAA, Rosemead RC, San Gabriel PS and Temple City Unified TCS. In Monterey Park's 5th District council contest it reads Vinh T. Ngo 1,373 and Steven Kung 1,335 (LA County results; count data). LAist reported, "There are still several more days of vote counting to come." (LAist)
Alhambra: The City Council's regular meeting is Monday 9 November, 6:00 p.m. (city calendar). The agenda has a public hearing and first reading of an ordinance approving a development agreement for a self-storage facility with a community/retail space and community plaza at 3001 West Mission Road. The ordinance "shall return for a second reading and adoption at the next City Council meeting on December 14, 2026" (agenda). The agenda's adjournment language would direct the City Clerk to cancel the 23 November meeting "due to the Thanksgiving holiday" (agenda).
Monterey Park: The special meeting of Wednesday 4 November is the Lead. The agenda for the regular meeting that day, 6:30 p.m., listed item 12.A, the 2026 annual report and 2027 proposed budget for Downtown Business Improvement District No. 1, asking the council to consider "Approving the proposed Business Improvement District assessment and budget for the 2027 program year". The agenda does not say who pays the assessment. It listed item 10.B, on the consent calendar, adopting the Successor Agency's Recognized Obligation Payment Schedule and administrative budget for 1 July 2027 to 30 June 2028. It also listed presentations on E-Bike Safety and a Lion Dance Troupe (agenda). The Planning Commission's 27 October meeting was adjourned to 10 November "due to the lack of a quorum," and all public hearing items were continued to 10 November, 6:30 p.m. (notice). The commission's agenda for Tuesday 10 November has one public hearing, on Tentative Parcel Map No. 26-02 for a four-unit condominium conversion at 141 Casuda Canyon Drive. It asks the commission to consider adopting a resolution approving the map (agenda). Staff recommends approval; the commission has not voted (packet).
Rosemead: The City Council's 27 October meeting is listed as canceled: the city's records folder is named "10-27-2026 - Cancelled" (WebLink). The agenda for Tuesday 10 November, 7:00 p.m., has a resolution appropriating an additional $150,000 from Street Light District funds for tree maintenance and storm preparedness. It also has an overview and discussion of proposed changes to the city's speed hump policy, where staff recommends the council "approve the proposed modifications or provide additional direction regarding potential revisions to the policy." The agenda ends: "The regular meeting for November 24, 2026, will go dark." (agenda). The Traffic Commission was scheduled to take up "CITY'S SPEED HUMP POLICY UPDATE" on Thursday 5 November, 7:00 p.m. The agenda says staff reviewed the policy and "identified several proposed modifications intended to provide greater flexibility while maintaining appropriate engineering and safety considerations" (agenda). No record of what the commission did is posted. The Beautification and Parks Commission was scheduled to hold a special joint meeting on Wednesday 4 November, 6:30 p.m. The agenda had the Director of Parks and Recreation presenting draft design plans for the Garvey Park Renovation Project, with commission feedback to go to the City Council "at a future meeting." Temple City: Clarification: Issue #8 (29 October) said this council's 28 October special meeting "listed police communications items only." Temple City has no police department; it contracts with the Los Angeles County Sheriff's Department, and the meeting was the council's Law Enforcement Monthly, whose one business item was "COMMUNICATIONS." The web edition now reads "law-enforcement communications items only."
Temple City: The agenda for the council's regular meeting on Wednesday 4 November, 7:00 p.m., proposed adoption of Ordinance No. 26-1093, amending Title 2, Chapter 1, Section 2-1-2 "Expenses and Compensation" of the municipal code, as a second reading on the consent calendar.
