Correction: Issue #3 (September 24) said Monterey Park's council approved its preferred SGV Forward bus-lane scope for further planning and environmental review, "including peak-hour side-running lanes." The city's record reads "including, without limitation, consideration of peak-hour side-running bus lanes": the scope the council approved includes considering those lanes, not the lanes themselves (what we published; record).
The video of Temple City's October 20 council meeting shows a motion introducing the Self-Storage Specific Plan ordinance for 4301 Temple City Boulevard without the resolution and setting its second reading for December 1 (video).

THE LEAD
A self-storage project at 4301 Temple City Boulevard sits on a site the agenda places in both Temple City and El Monte. The Temple City council had it on its October 20 agenda as a public hearing (agenda). The agenda asked for an ordinance to be introduced, with a second reading to follow.
The agenda's recommendation had four steps (agenda). Adopt Resolution No. 26-5904, which adopts the Self-Storage Specific Plan, amends the General Plan Land Use Diagram to designate the parcels "Industrial - Specific Plan (I-SP)," and approves the Major Site Plan Review. Introduce Ordinance No. 26-1092 for first reading by title only. Waive further reading. Schedule the second reading for November 3, 2026.
The video shows a different motion. Councilmember Chavez moved to introduce Ordinance No. 26-1092 for first reading by title only, waive further reading, and schedule the second reading for December 1, 2026 (video). The motion did not include adopting Resolution No. 26-5904 (video). The video shows the motion passed (video). Before the motion, the city manager suggested introducing the ordinance and holding the second reading until one issue was worked out: a gap of about seven feet between the project's planned wall and the wall of a neighboring residential development (video).
DEVELOPMENT WATCH
Alhambra, 645 East Main Street. The Design Review Board's agenda covered a new 325 SF detached covered outdoor dining patio in the rear parking lot of Kopan Sushi & Ramen, an existing restaurant. The board was set to meet Tuesday, October 27, at 7:00 p.m. (agenda). Staff's recommended action was "APPROVE - The proposed project is approved without conditions." (agenda) The board was asked to approve it. The plans show six tables and 23 seats and an overall height of 9'-6" (agenda).
Monterey Park, 141 Casuda Canyon Drive. The Planning Commission's agenda for Tuesday, October 27, listed Tentative Parcel Map No. 26-02 (County Map No. 85075) "for a Four-Unit Condominium Conversion." The staff report says the project "will not increase the number of units or expand the existing building." The commission did not take it up: a city notice dated October 28 says the October 27 meeting was adjourned "due to the lack of a quorum" and all public hearing items were continued to November 10, 2026, at 6:30 p.m. The staff report says that after tentative-map approval, tenants must receive at least 180 days' notice before termination of tenancy and a 90-day exclusive opportunity to purchase their units, and that the applicant submitted a statement that the units have been vacant of long-term residential tenants since July, 2025 (staff report).
Unincorporated East San Gabriel, 9060 Huntington Drive. LA County Planning's weekly filed-cases list shows a 10/13/2026 filing for a "New 3-story 12-unit residential development," with the area listed as EAST SAN GABRIEL. A filing is an application. The list does not show a hearing date.
Alhambra Unified, board agenda. The board's meeting page listed a regular meeting on Tuesday, October 27, at 6:00 p.m., with item 15A, "A. Culturally Responsive Literature and Curriculum Update," shown as a staff report. The meeting page lists the next regular meeting for Tuesday, November 17 (meeting page). The board was scheduled to take up the update.
San Gabriel Valley, West Nile virus. The vector district's page, last updated 2026/10/26, lists positive mosquito samples this year of 237 district-wide. By city: Alhambra 17, Monterey Park 26, Rosemead 13, San Gabriel 9, Temple City 9 (page). These are mosquito samples, not human infections. The district says human cases are reported by the L.A. County Department of Public Health and the Pasadena Health Department (page). The county's report, dated October 23, counts 279 human infections in 2026, a figure that excludes Long Beach and Pasadena, and 17 deaths. Its Table 2 lists Alhambra, Monterey Park and Rosemead among cities of residence; San Gabriel and Temple City are not listed (report). The report says: "Cities do not necessarily indicate places of exposure." (report)

COUNCIL WATCH
Alhambra. The council's agenda for Monday 26 October put a Tyler Technologies contract amendment on the consent agenda: five more years of land management and permitting software, through November 2031, at $1,237,185.08. The council was asked to approve it. The same agenda listed an informational report on preferred parking district enforcement, with staff recommending the current enforcement resources continue at least through December, and a reserve policy review where the council was asked to give direction on amending the policy.
The Civil Service Commission's special meeting agenda for Wednesday 28 October was posted as a scan. Three meetings are canceled by notice: the Historic Preservation Commission's on 28 October (notice), the Planning Commission's on 2 November (notice) and the Housing and Community Development Citizen Advisory Committee's on 3 November (notice).
Monterey Park. The city's action-annotated agenda for the Wednesday 21 October council meeting marks the consent calendar "Approved/Adopted," except Item 10A, which was pulled. Item 10A, the purchase and upfitting of four replacement Police Department vehicles with their radios, a total project authorization of no more than $509,943.77, is marked "Approved recommendations" on its own motion. This is the city's annotated agenda, not minutes. The Environmental Commission's agenda for Wednesday 28 October listed one discussion item, tree planting.
Rosemead. A staff report dated 13 October asked the council to approve a City Manager employment agreement with Kanika Kith: a $320,000 base salary, a three-year term and a 7 December 2026 start (staff report). No minutes or action record from that meeting is posted. The Tuesday 27 October council meeting was canceled by notice; the notice gives no reason and names Tuesday 10 November, 7:00 p.m., as the next regular meeting. The Planning Commission's 2 November meeting is canceled by notice.
San Gabriel. At the Tuesday 20 October meeting, the video shows a 3-2 vote to grant a design-review appeal on a single-family project. The agenda listed staff's recommendation as denying the appeal. Its Option 1, granting the appeal, directs staff to return with a resolution denying the project at the next regular meeting on 17 November; the agenda says the project as proposed would not be approved and the applicant would have to redesign it.
Temple City. The Tuesday 20 October meeting is covered in the Lead. The council's special meeting agenda for Wednesday 28 October listed police communications items only. The Committee on Aging's agenda for Tuesday 27 October, 6:30 p.m., asked it to appoint a year-end report card subcommittee, select three new members and give direction on community outreach. Two meetings are canceled by notice: the Planning Commission's on 27 October (notice) and the Transportation and Public Safety Commission's on 28 October (notice).
NOTICED
Looks like it will be raining on Halloween this weekend, and the weather is getting colder. Make sure to prepare for the expected El Niño season. Seems like everyone I know is coming down with something. Don't forget to get your flu shots. — Pat
