The county's weekly West Nile report now lists residents of Monterey Park and Rosemead among this year's infections, beside Alhambra, and its own footnote says a city of residence is not where anyone was bitten.

THE LEAD

LA County's Department of Public Health posts a weekly arboviral surveillance report at one fixed web address. This week's edition, headed "Report #8: 2026 Season" and dated September 25, 2026, says the county "has documented 135 West Nile virus (WNV) human infections and five deaths" so far in 2026, of which 130 were symptomatic, with the most recent onset on September 11 (arbovirus report).

Table 2, "Cities and Unincorporated Areas of Residence with Reported WNV Infections," lists Alhambra, Rosemead and Monterey Park among the cities of residence. San Gabriel and Temple City are not in the table (arbovirus report). The table gives city names only, arranged in columns; it attaches no count of infections to any one city (arbovirus report).

The table's own footnote reads: "*Excluding Long Beach and Pasadena. Cities do not necessarily indicate places of exposure." (arbovirus report). A city in Table 2 is where an infected person lives, not where the virus was contracted. This week's report adds Monterey Park and Rosemead as home cities of infected residents, not as places where West Nile virus has turned up.

The prior week's edition, Report #7, dated September 18, 2026 on the county's index page, documented 100 infections and five deaths, of which 96 were symptomatic with the most recent onset on September 4 (arbovirus report). Its Table 2 listed Alhambra alone among the five cities this newsletter covers (arbovirus report).

Report #8 does not say whether the Monterey Park and Rosemead entries are infections reported this week or earlier-season cases newly assigned a city of residence. For questions about mosquito activity, the report points readers to www.socalmosquito.org or 2-1-1 (arbovirus report).

DEVELOPMENT WATCH

In this section, in order: Rosemead, Monterey Park, and one regional item.

Rosemead

Rosemead's Planning Commission held a special meeting Wednesday, 23 September, on the 1515 Walnut Grove project. The applicant, 1515 Walnut Grove, LP, proposes to demolish an existing 268,015-square-foot, four-story office and detached mechanical building and build 191 residential units in 27 buildings on the 9.28-acre site, with a General Plan Amendment from Office/Light Industrial to High Density Residential and a Zone Change from Medium Commercial (C-3) with a Design Overlay to Planned Development (agenda). Staff recommended the commission adopt "Planning Commission Resolution No. 26-05 with findings..., a resolution recommending that the City Council adopt City Council Resolution No. 2026-48..., City Council Resolution No. 2026-49..., and Ordinance No. 1034... for the approval of General Plan Amendment 24-01, Zone Change 24-01, Planned Development 24-01, and Tentative Tract Map 84626; and the adoption of the associated Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program" as the environmental determination (agenda). The meeting's Granicus record carries the staff report and ten lettered exhibits, A through J, but no vote or action annotation (agenda). As issue #3 reported, the commission recommended the project 5-0, a vote verified against the meeting video at 50:50 (meeting video; as published). Minutes still aren't posted: the Granicus archive's Planning Commission table lists the 23 September special meeting with an agenda and a video link only, no minutes link (meeting schedule). Rosemead's Current Projects page still reads "Special Planning Commission Hearing on September 23, 2026 at 7:00 p.m." (Current Projects listing). The project goes to the City Council next; no council hearing date is posted on any document here.

909 San Gabriel Blvd, Rosemead, is the site of a Planned Development Review application from Quick Quack Carwash. Filed on behalf of the company, it proposes demolishing an existing sit-down restaurant and building a car wash with a 108-foot tunnel, two vehicle queuing lanes for about 32 cars on-site, 22 vacuum stations, two vacuum enclosures, one trash enclosure, and new landscaping, in the Planned Development zone with a High Density Residential land use designation (project listing). No hearing date is posted on the page.

On 1 October we filed a California Public Records Act request with Rosemead's City Clerk for the city's building-permit listing report from 1 June onward; the city's response is due 12 October. Rosemead still has no public permit search.

Monterey Park

Monterey Park filed a Notice of Exemption for the Goodviews Specific Plan repeal, received and posted 4 September. On 2 September, the City Council waived second reading and adopted an ordinance repealing Ordinance No. 2210 and restoring R-3 (High-Density Residential) zoning at 1688 West Garvey Avenue, plus an uncodified ordinance repealing Ordinance No. 2211 and rescinding and terminating Development Agreement No. 21-01 (CEQAnet record). The filing cites a general rule exemption, CEQA Guidelines section 15061(b)(3): "The actions taken involve the repeal of a specific plan and restoration of prior zoning designation and the rescission and termination of a development agreement that do not propose or approve any development and it can be seen with certainty that these actions will not have a significant effect on the environment" (CEQAnet record). Issue #1 reported the 2 September repeal when it happened (as published).

Regional

Streetsblog LA reports that parts of the San Gabriel River and Rio Hondo bike paths near Whittier Narrows Dam close 1 October for the Army Corps of Engineers' dam-safety construction, running through 2033 (the piece).

OPENINGS & CLOSINGS

ABC's own license-lookup pages, read 28 September, show Daikokuya's Monterey Park liquor license active at 111 N Atlantic Blvd #241 and pending at 221 N Atlantic Blvd #108, the reverse of what we published on 24 September. That issue cited the same two ABC License Query System pages, read that day, and said the type-41 license had transferred from #241 to #108 on 21 September, with #241 canceled and #108 active.

Read again on 28 September, the two pages tell a different story. File 679071, the #108 unit, reads License Type Status: PENDING, Status Date: 24-SEP-2026, Original Issue Date blank, Transfers "From License Number: 41-470550" (license lookup). File 470550, the #241 unit, reads License Type Status: ACTIVE, Status Date: 24-SEP-2026, Original Issue Date: 21-OCT-2008, Expiration Date: 30-SEP-2027, "To License Number: 41-679071" (license lookup). ABC's daily export backs this up: the #108 record read active in the 23 September export, then pending again in the 25 September export, while #241 has read active through the 28 September export (ABC's daily export). The record offers no reason for the reversal and does not say which business trades at #108.

Five Fictitious Business Name statements filed since 16 September carry names that describe food on their face, from a Rosemead dessert house to Apollo Burger in Temple City. SUGA DESSERT HOUSE and SWEET HEART, filed 16 September, share one owner at 8522 E. Valley Blvd #106, Rosemead (LA County FBN search). PHU HUONG and PHU HUONG FOODS, also filed 16 September, share one owner at 9008 Garvey, Suite I-J, Rosemead (LA County FBN search). BANH MI HOA PHAT was filed 22 September at 301 N. Garfield Avenue #A, Monterey Park (LA County FBN search). HOA PHAT VIETNAMESE SANDWICHES was filed 22 September at 846 E. Valley Blvd. #B, San Gabriel, to a different owner than the Monterey Park filing, so the shared name is not evidence of one business (LA County FBN search). APOLLO BURGER followed on 23 September at 9644 E Las Tunas Dr, Temple City (LA County FBN search). A statement is a name registered at an address, not an opening.

Nine more non-residential statements, carrying ten names, were filed the same week. RENAISSANCE ACADEMY, 9953 Las Tunas Dr Building D, Temple City, filed 16 September; NUROTOCO, 905 Westminster Ave #A, Alhambra, filed 17 September; JOY'S EXPRESS, 1000 S San Gabriel Blvd, San Gabriel, filed 17 September; PANDA'S WATERS & SNOW, 8469 Wells St, Rosemead, filed 17 September; ALHAMBRA ADULT DAY HEALTH CARE CENTER, 900 S Garfield Ave, Alhambra, filed 18 September; CEDAR DAY SPA, 3119 N San Gabriel #E, Rosemead, filed 21 September; AA MEDICAL CENTER and GOLDEN LIFE MEDICAL GROUP, both registered to one owner at 4050 Temple City Blvd, Rosemead, filed 21 September; EL CAPITAN TAX SERVICES, 2099 S Atlantic Blvd #M, Monterey Park, filed 21 September; and DENTISTS OF TEMPLE CITY, 5570 Rosemead Blvd #150, Temple City, filed 21 September (LA County FBN search). Twenty-one more statements were filed at residential addresses in the same period; we do not print those filers' names or home addresses (LA County FBN search).

COUNCIL WATCH

All five cities appear here every week, in alphabetical order, whether their council met, canceled or posted nothing.

  • Alhambra — City Council special meeting and regular meeting, both Monday 28 September, 5:30 p.m. and 6:00 p.m. (agenda, agenda); next Regular Meeting Monday 12 October, 6:00 p.m., per the 28 September agenda's own adjournment line (agenda).

    • The special agenda's closed session named one matter: anticipated litigation under Government Code Section 54956.9(d)(2), with no further description (agenda).

    • The regular agenda asked the council to consider Resolution R2M26-27, establishing a Preferred Parking District on West Hellman Avenue, South Olive Avenue and Hathaway Avenue, adjacent to the Courtyard by Marriott. The city surveyed 93 households; 20 responded, and 15 favored a district (agenda).

    • The same agenda asked the council to amend the StarChase GPS Solutions contract with a three-year, seven-month renewal for $32,833.52, for a total not to exceed $122,574.76. The police department counted 29 pursuits in 2024, 30 in 2025, and 21 in 2026 year-to-date (agenda).

    • The 14 September minutes still have not posted, fourteen days on; the AgendaCenter's Minutes links run through the 8 September meeting and stop there (agenda listing). The 28 September agenda's own minutes item covers seven meetings from April through July, not 14 September (agenda).

    • The Historic Preservation Commission is dark until Wednesday 27 January 2027, by its own cancellation notice (agenda).

Atlantic Blvd., because a quorum of the council might attend; the notice says members present would not convene as a body or take any action (special meeting notice). Next up: a Regular Meeting and a Special Meeting (closed session), both Wednesday 7 October, 6:30 p.m. and 5:30 p.m. (calendar entry, calendar entry), with no agenda file posted as of 1 October (meeting-portal record, meeting-portal record).

    • The 16 September record is still filed in the Minutes slot as "09-16-2026 Regular Meeting Agenda," not certified minutes (action-annotated agenda).

    • The election page still carries only a City Council argument in favor of Measure HOM and of Measure AAA, none against either; vote-by-mail ballots mail 5 October (election page).

    • The Planning Commission's 22 September hearing on the 369-unit Deerfield project, at 740-780 W. Garvey Avenue and 220 S. Atlantic Boulevard, still has no outcome on record; the only file behind it is the pre-meeting packet (agenda packet).

    • The Environmental Commission (23 September), the Commission on Aging (21 September) and the Library Board (15 September) each still have no minutes. The Commission on Aging was asked to move its own meeting day, and the Library Board to revise its by-laws (agenda, agenda, agenda).

    • The 17 September Traffic Commission cancellation and the 15 September Community Participation Commission cancellation each show on only one of the city's two calendars. The Traffic Commission's next meeting is 15 October, 6:00 p.m. (cancellation notice, calendar entry).

  • Rosemead — Two special meetings Saturday 26 September, 7:30 a.m. and 4:00 p.m., each a closed session on the city manager appointment (Government Code Section 54957); neither agenda reports anything out (agenda, agenda). Next Regular Meeting Tuesday 13 October, 7:00 p.m. (agenda).

    • The 22 September joint agenda still names "Interim City Manager Belmudez" (agenda).

  • Temple City — City Council special meeting Wednesday 30 September, 7:00 a.m.: sheriff's deputies presented the August law-enforcement summary, and the council's only action was to excuse two absent members (meeting video; agenda). Next Regular Meeting 6 October, 7:00 p.m., per the agenda's own "Future City Meetings" table (agenda).

    • The same meeting is posted a second time as its Chinese translation, one meeting under two AgendaCenter entries (agenda, agenda).

NOTICED

Our ballot page is up. It lists every measure on the November 3 ballots in our five cities, ten in all, from Alhambra's HT and DB to the county's A and E, each quoted from the county's own list. Two have full pages so far, Monterey Park's HOM and San Gabriel's PS. Which one should I take apart next? Hit reply and tell me. — Pat
